If you are planning to apply for a Sri Lankan passport in 2026, there are several significant updates regarding the application process, fees, and document requirements you must know. This guide covers everything from the new “P-Series” format to special rules for minors.
1. Key Changes in 2026
New Passport Format: The old red “N Series” passports have been replaced by the new Navy Blue “P Series” passports.
End of “Middle East Only” Passports: The restricted Middle East passport is no longer issued. Now, all applicants receive the “All Countries” passport by default.
2. Application Procedure & Documentation
The process has become more streamlined but requires specific digital steps:
The Photograph: You must take your photo at a studio authorized by the Department of Immigration and Emigration. They will provide a Photo Reference Number (Digital Receipt), which is mandatory for your application.

4. Rules for Children (Under 16 Years)
Children now require their own individual passports; they can no longer be included in their parent’s passport.
Individual Passport: Mandatory from birth up to 16 years.
Biometrics: Fingerprints are not required for children under 16, but the child must be physically present at the office.
Documents Needed for Minors:
Child’s Original Birth Certificate.NIC of both parents (Original + Copy).
Consent Letter signed by both parents.
Marriage Certificate of parents (Original + Copy).
5. If a Parent is Overseas
If one parent is abroad, specific attestation is required:
The parent abroad must visit the nearest Sri Lankan Embassy/Consulate.
Sign the Consent Letter and provide a Passport copy in front of the Embassy Officer for attestation.
The Attested Original Letter must be sent to the parent in Sri Lanka to be submitted at the Passport Office.
6. Fees for Minor Passports
3-Year Validity: Normal (Rs. 3,000) | One Day (Rs. 9,000)
10-Year Validity (Optional): Normal (Rs. 10,000) | One Day (Rs. 20,000)
7. Lost Passport Penalties
If you lose your passport, you must pay a fine in addition to the new passport fee:
Lost within 1 year of issuance: Rs. 20,000 Fine.
Lost after 1 year: Rs. 15,000 Fine.
8. Passport Office Locations (One Day Service)
You can obtain the One Day Service at the following locations:
Head Office: Battaramulla (Suhurupaya)
Regional Offices: Kandy, Matara, Vavuniya, Kurunegala, and Jaffna.
Operating Hours: 7:00 AM – 2:00 PM (It is recommended to arrive by 6:00 AM during busy periods).
